West Bengal State Agricultural Marketing Board [WBSAMB] is a Statutory Body under Agricultural Marketing Department, Govt. of West Bengal. It has been constituted as per provision 36(1) of the West Bengal Agricultural Produce Marketing (Regulation) Act. 1972.
As per Section 36 C(1) of the aforesaid Act, the main activity of Board is superintendence and monitoring of activities of different RMCs of the State. At present there are 22 no. of RMCs in the State. WBSAMB is continuously supervising the activities of those RMCs under the provisions of the aforesaid Act in the following ways:
✓Supervision & vigilance in respect of business and affairs of RMC.
✓To approve the budget of RMCs and inspect their accounts.
✓To institute an inquiry in the affairs of any market committee..
✓To approve the programme taken up by the market committee for purpose of providing marketing facilities to all the stakeholders of the market area.
✓To provide expert technical assistance and guidance for efficient functioning of the market committees including developmental works.
✓Arrangement of training of officer/ employees of market committee.
✓ To educate the public and impress upon them advantages and merits of patronizing the markets established by the RMCs.
✓To collect and disseminate the data information in relation with RMC.
✓To help the RMC with expert advice and guidance in grading and standardization of Agricultural produce and to bring about as far as practicable, uniformity in respect thereof in all markets established by the RMCs of the State.
✓ To initiate, from time to time, such other action as the State Govt. or the Board may deem necessary to carry out the purposes of the Act.
Besides, Board also provide assistance to the RMCs of the State for creation of better marketing infrastructure for the interest of farm communities with financial assistance of RKVY/ RIDF/ State Budget/ MPLAD etc.
WBSAMB has constructed total 186 (one hundred eighty six) Krishak Bazars since the F.Y. of 2011-12 with financial source from RKVY/ RIDF for the interest of farmers so that they can get better remunerative price against their produced agricultural commodities.
In the year 2017, construction of total 17(seventeen) Krishak Bazar have been completed. In this context it is to be mentioned that modern, well developed infrastructures have been provided to the Krishak Bazars for the interest of farm communities/ buyers / other market functionaries, some examples: •Administrative Building, •Krishak Sahayak Kendra, •Auction Hall, •Go-down, •Open Market Shed, •Stall for Sell of Agricultural produce, •Garbage Vat, •Weigh bridge with Operating Room, •Electrification arrangement within the KB premises, •Internal concrete Road etc.
West Bengal State Agricultural Marketing Board has undertaken the works of Renovation of 20 (twenty) Agricultural Farms under RIDF-XXI as entrusted by Agriculture Department, Govt. of West Bengal.
Very recently the State of West Bengal has joined e-NAM platform (National Agricultural Market) for the interest of farm communities who can get global market for sell / auction of their agricultural produce, in order to realize better producers’ share in market price. For that purpose,West Bengal Agricultural Produce Marketing (Regulation) Act., 1972 has been amended by the State Govt. recently in the years 2014 & 2017. Some salient features of the amendments are:
✓Introduction of e-trading.
✓Approval for establishment of private market
✓Single point licensing system.
✓Single point market fees payment system.
As per provision of the said Act., amended thereof, West Bengal State Agricultural Marketing Board has been entrusted for issue of single point license and realization of single point market fee. Already Board has arranged for providence of hardware and other equipments to the concerned market yards for implementation of the above-mentioned schemes through RMCs. West Bengal State Agricultural Marketing Board has also undertaken the scheme ‘Migration of activities of RMCs from off line to online mode in the State’.This new system shall enable the WBSAMB for better monitoring and supervision of the activities of the RMCs centrally.
